The new report of the Office of Financial and Administrative Oversight for the years (2020 and 2021) related to the processes related to the organization of workers’ housing revealed that the health requirements and specifications and security and safety requirements that must be met in collective workers’ housing have not been defined and approved and published in the Official Gazette.
The report confirmed that 62% of the workers’ housing provided by employers to their workers are located in areas where it is not allowed to build housing for workers in accordance with the regulatory requirements for reconstruction, in addition to the lack of commitment of the Ministry of Labor and Social Development to implement the approved inspection plans for workers’ housing that are allocated by employers to their workers. Those plans range between 18% and 76% during the years 2018-2020.
On this, the Ministry of Labor and Social Development reported that the department concerned with inspecting workers’ housing assigns a set of inspection visits to each safety engineer within the established operational plan, and each of them must complete a specific number of visits, pointing out that the insufficient number of engineers of the occupational safety department is a challenge. In terms of directing priorities, especially that occupational accidents are considered a top priority that cannot be postponed.
She added that the secretariat and the municipalities have begun counting the shared collective housing through field tours, and that the safety of the house in terms of construction and that it is free from building violations during the field inspection is actually confirmed, which is what was stipulated in the procedures manual related to collective housing, and this will be documented in the technical report during field detection.
