All residents of the United Arab Emirates can now travel to Dubai without the need to obtain approval from the General Directorate of Residency and Foreigners Affairs (GDRFA) or the Federal Authority for Identity and Citizenship (ICA) except when traveling from the following countries

All residents of the United Arab Emirates can now travel to Dubai without the need to obtain approval from the General Directorate of Residency and Foreigners Affairs (GDRFA) or the Federal Authority for Identity and Citizenship (ICA) except when traveling from the following countries:

Bangladesh
India
Nigeria
Pakistan
Sri Lanka
South Africa
Uganda
Vietnam
Zambia
Requirements for travelers from these countries and Ethiopia:

UAE residence visa holders are required to obtain approval from the General Directorate of Residency and Foreigners Affairs (GDRFA) or the Federal Authority for Identity and Citizenship (ICA) to enter the United Arab Emirates (UAE). This requirement does not apply to travelers holding another type of visa, such as a newly issued resident visa, work visa, short or long-term residence visa, tourist visa or immediate entry visa. This does not apply to UAE residence visa holders traveling from Ethiopia.
Travelers arriving from the countries listed above are required to provide a negative COVID-19 PCR test certificate with a QR code for a test performed within 48 hours, and validity must be calculated from the time of sample collection, prior to departure from an approved health facility.
Passengers are also required to submit a rapid PCR test report that includes a QR code for a test taken at the airport of departure within six hours of departure.
Travelers from other countries must have a negative COVID-19 RT PCR test certificate for a test taken 72 hours prior to departure.

For passengers traveling to Dubai as a final destination from Nigeria, travel is currently not possible due to the lack of rapid PCR testing facilities at the airport
