The UAE, through Federal Law No. 3 of 2021 regarding the regulation of donations, has identified 15 ways to collect donations for the entities licensed or authorized to collect donations in the country.

The list included advertisements in various media, telephone calls, correspondences and messages regarding the request for donations, funds or coupons paid or cash donations in exchange for receipts, SMS messages, advertisements through various websites, parties, markets, exhibitions, auctions and charitable events, and monthly deductions from accounts. The list included placing bank account numbers on websites or on any other means of communication, various marketing and promotional offers and the accompanying request for donations, ATMs for banks licensed in the country, platforms approved by the competent authority to collect donations, and social media, in addition to external transfers, direct deposits into bank accounts.

The Ministry of Community Development indicated on its website that establishing, organizing or performing any act with the aim of collecting donations requires a permit from the competent authority in accordance with a set of controls and requirements.

The Ministry touched on the difference between the licensed entities and the entities authorized to collect donations in accordance with the law, explaining that the licensed entities are charitable associations, federal, local and private bodies and institutions whose establishment laws, decrees or decisions allow them to collect, receive and provide donations, and these entities may establish or organize any An act with the aim of collecting donations without obtaining a permit from the competent authority, since its main work is to collect, receive and present donations.

As for the authorized bodies, they are the legal persons who are granted permission by the competent authority to collect donations in accordance with the provisions of this law. These bodies must obtain a permit from the competent authority in accordance with the controls and conditions specified in the law and its executive regulations.
