DFAT and the Department of Employment and Workplace Relations (DEWR) administer the program. Pacific Labor Facility, a contracted service provider, is tasked with overseeing the administrative aspects of the program.

When did PALM begin its operations?

The PALM program commenced operations on April 4, 2022. The Morrison Administration initially declared the matter on September 14, 2021, and subsequently disclosed additional information on November 23, 2021.

However, this is in keeping with an extended tradition of mobility and labor programs in the Pacific region.

The PALM initiative was established through the merger of the Pacific Labour Initiative (PLS) and the Seasonal Worker Programme (SWP). In 2012, the SWP was officially introduced, subsequent to a pilot program that commenced in 2008. The SWP was designed in the style of the 2007-established Recognized Seasonal Employer Scheme in New Zealand. The implementation of the PLS commenced on July 1, 2018, subsequent to a pilot initiative conducted in northern Australia. The current PALM scheme's short-term and long-term streams are a reflection of the two preceding programs.
